The best loophole is to have two garages. One in Toronto and one in Newmarket.  Mentioning the Newmarket location first, and the Toronto location second means the CRTC (most likely) can't do anything, since the Newmarket location is reflected as the intended solicitation. Everything after that does not suggest intent to air Toronto ads.

It is an interesting point though. The Toronto business as a stand alone could have someone from the garage in the ad go heavy on saying "So when you are in the Toronto area...be sure to drop by..." 
That might work...maybe.  

Subway sub is a business fighting hard to compete with more and more sub places popping up.
The best thing to do there is to have ads on both 93.5 and 88.5, but to go live on location with 93.5 at a Toronto Subway sub location and with 88.5 live on location at a Subway Sub in Newmarket on a Saturday afternoon. 
This way, both stations are covering their own ground legally, and properly.  
KX has shown up in Toronto, but now they will be smart to go live on location to a Subway sub in Ajax or something, instead of Toronto.
