The company lists all of its radio properties on its official webpage. Can you spot the mistake here?
The answer: none of those stations are actually in Toronto. CIDC is licenced to Orangeville (and the company got into trouble with the CRTC in 2017 for not covering that town properly), CKDX is in Newmarket and CHLO calls Brampton home.
Not that this should surprise anyone. Evanov has been trying to sneak its way into the Toronto market for years. (How ironic, by the way, that its only real Toronto station, Pride 103.9, is one the company shut down.) It never ends with these guys!

Toronto! It should really say (Orangeville, Newmarket, Brampton).
Another thing I noticed for TV especially in the Bell Guide listing is CTV Two (CKVR Barrie) is listed as CTV 2 TOR

They’re honest about where they’re doing business. Listing it this way is more accurate for 99% of what they do day-to-day.

Newmarket and Brampton are Greater Toronto Area. Orangeville is clearly outside the GTA but its signal carries quite reliably into the GTA, and even a good part of Toronto. As to licence conditions ... that's where the heart of the matter would be.
