WTOR - Scofflaw Daytimer

I tuned to WTOR 770 just before 445 pm Friday afternoon.  The station played the Star Spangled Banner - as if the station was about to sign off.  
Sunset today Dec. 5th was at 437 pm EDT.

After the US national anthem played,  there was some dead air, and they read a long announcement - probably in Punjabi with phone #s for various cities, Montreal, Calgary, Toronto, Vancouver.   Then back into music.  At 453 pm, they did an English language ID, then a long commercial cluster, and more music   At 5 pm they were still on the air with more commercials and music.   Then at 500 pm they played about 20 seconds of the end of the US national anthem.  Then there was "sign on"announcement with the name of the ownership (Birach Broadcasting) and believe it or not.  "Good morning"......you're listening to WTOR.....
Clearly these guys are out of compliance.    

Skywave, do you know anyone at WABC who might want to alert the FCC?

I don't know anybody at WABC.  But the FCC has an Enforcement Bureau to deal with these issues. In
December they should have shut down at 4:45 pm.

Region 1 would be the pertinent office. Unlike ISED, they take a pretty dim view of non-compliance and issue stiff fines.

WTOR clearly is reducing power at dusk.At night they are barely receivable with WABC cutting in.Daytime they are strong and clear in North Mississauga.

They're not supposed to reduce power after sunset. they're supposed to go off the air entirely.

I've heard this before and noted this in a long ago post here. I always wonder how they've gotten away with it, but this is not the first time they've "signed off" without actually signing off. How they justify it, I have no idea.

They could stay on with 100mw using the no license required local broadcast rule

I heard it as well just a few nights ago. It was past 6pm and WTOR was still on air. I suppose as long as they don't interfere with WABC's protected nighttime contour, WABC probably doesn't care. Most of WTOR's contour falls within Canada. What doesn't make sense is why WTOR would waste electricity trying to compete with WABC's nighttime signal. I can't see many listeners enduring the interference, especially when there is other Asian programming available in the Toronto market.

My guess is an automation error(s) of some kind where it just doesn't power off and no one who knows better is paying attention ... it livestreams (see link with schedule etc). This actually only happens with them very occasionally. I always think the best course of action before calling the cops is to contact them and politely let them know. I've done this with a few US stations over the years and sometimes I've had very cordial conversations with engineers who could not tell too easily if their stations were not dropping power and actually appreciated me telling them because it pointed to possible further issues gone unnoticed. And, yes, there are stations that don't give a rat's ass - you can tell when they play dumb to ridiculous levels.

WTOR seems to be broadcasting just a carrier on 770 at 1:10am ET. I noticed it on my SDR. I am in Niagara Falls, NY about 10 miles (17 km) from the transmitter. I can hear WABC weakly underneath. They have been broadcasting way past sunset the last couple of weeks.

I wonder what the terms of WTOR's   FCC agreement are.............I thought it was a daytimer..It is obviously directed to Toronto for its listenership.....It is definitely interfering with WABC   It will be interesting to see what happens

By the way, I just heard this morning that CKOC will be simulcasting  CHCH TV news  weeknights at    6  (similar to CFRB,    and 640   and CKLW.

I tuned them in on Friday in my car around 4pm. Signal was about 50/50 with WABC.

Please hold off on complaining about WTOR for the time being. I'm going to see if I can find a contact to let them know, and also - depending on how that goes - to see if I can arrange what DXers call DX tests. Stations have the ability to very specifically test their equipment between 0000-0600, and they do occasionally do this. DX tests occur when an engineer or owner is willing to cooperate in terms of timing any scheduled maintenance, and there's a DXer's committee that creates special Morse code and various sound effects that are easily heard even when music doesn't make it as well. No guarantees of anything here, and a DXtest will matter little to us, but a test might be significant for DXers in Europe or in southern US states or out west. I've had success arranging these way in the past, and at the same time maybe someone simply needs to know. They likely have a contract engineer who is not paid to check everyday... I will report back whatever happens.
