The CRTC would have to issue a call for applications, I'd imagine there'd be stiff competition for an FM license in the GTA, and I can't imagine a pop format like this getting anywhere regulatorily.
For years there's been a mostly hard-rock pirate, and I don't think I've heard definitive talk or IDs, on 93.9 to the north. It's seemed strongest of all places near the south side of Lake Simcoe. That puzzled me enough considering it was, like the one in the Oakville area, first adjacent to CBL 94.1. But it remained on even after the country station signed on in Georgina on 93.7, and hearing them both on at the same time seems absurd. The station is very intermittent. The modulation is sometimes awful, but the signal is potent enough that I've heard this one well to the south onto the 404 and well past Argyle east of Beaverton. I've even heard it a few times, rather weak, at my DX site between Fenelon Falls and Kinmount. Once at my site I thought I did hear someone say something about Lake Simcoe on 93.9, but I wasn't recording at that particular moment, and 93.9 was cluttered with a couple stations. The first time I heard this pirate, CFGI 92.3 Georgina Island was briefly off the air, and I thought there'd been some weird switcheroo. But CFGI was there along with the pirate on my next trip through the area. Still, my location guess has always been Georgina Island, or fairly close by. Just a hunch.
Interesting that the Oakville pirate has also picked 93.9.

When I was in Oakville, there was zero interference from 94.1 or 93.7.

The 93.9 frequency is one of the more interference free ones in the GTA and probably why the two pirates use it. BTW is the north pirate still on as I did not hear them the last two times I tried.
Since the addition of all the HD signals last year I would think that things have become even more challenging as far as empty frequencies in the GTA.

Speaking of HD, I was out driving around 3 PM and noticed CFRB's HD signal off of 99.9 was gone. Not sure why, for how long or whether it's back yet.

Surprisingly, I have noticed that my TV provider SkyChoice just added this station as one of the many radio stations they offer. As they are based out of Oakville, I'm sure it is being received over the air using a tuner and the audio quality is pretty good. Somebody over there must be a radio fan as they also added 102.7 Kingston back in March 2023 when it had the Pole format.

My uncle from Ajax also has SkyChoice so I'm pretty sure they cover Scarborough as well.
You can check your address on their website at www.skychoice.ca/qualify to see if they service your location as well.

I live in the Avenue Rd/401 vicinity. After entering my specific address, all I got was a bufferring circle telling me to enter my street address. Either there is a glitch or I don't qualify for their service.

From what I understand, federal regulations now prohibit exclusivity deals with any telecom provider. If your landlord includes the cost of service in your monthly rent, you have the right to have it removed and go with another service provider.

No website to my knowledge, typically these types of stations don't have one for obvious reasons.
Only way to tune in is being located within the station's signal range or on the SkyChoice TV service.
Outside of Oakville, most areas of Mississauga, Milton or Burlington should be able to receive the signal with a good outdoor FM antenna as the signal is noisy but can still be heard when driving in those places.

We were in Oakville visiting some relatives and I made a short recording using my cell phone. The first part the reception is good bc I was in the driveway but for the second part we were on the road. The reception finally gave out at 427/QEW. During the first part around 4 PM it was 70's/80's and later after 630 it was all 50's, 60's and 70's oldies, You will hear two station ID's. During the oldies segment I heard "I told Every Little Star" by Linda Scott which surprised me and which would be a turn off to to the 80's audience. In the futire I may make a proper recording or maybe wait for a tropo at home.

I had a listen to 93.9 this morning while in the car... I was heading to Appleby and Upper Middle in Burlington. On the return trip it was pretty much impaired around Walkers and Upper Middle. The program was "Time Warp" with Bill St. James....
sounded pretty good, but I've had a cleaner, stronger signal up around Brant/Cedar Springs on Dundas... the signal held up pretty good till about Dundas and Guelph Line.
This is fun, so the "station" has now earned a preset position on the car FM radio....

the amazing thing is that they are very public about it, even being carried by a satellite company and carrying the CBC news which I heard a bit of yesterday. What's up with that. Any guesses as to how and why they are getting a pass or is it just a matter of time before they go silent.

Wait until CBL-FM turns up HD Radio. Coverage area will diminish to a few blocks and they will have to find a new frequency. Similar thing happened with those talking Mosque's (my term for them) around the city up until maybe 5 years ago. They were always on 87.9 until CIND enabled HD.
