A lot of bizarre hires there recently..... maybe a format flip is imminent? Their ratings have been declining for years now.

I think you need to re-read the story...  He makes no reference to 1050.  He does mention when CHUM FM did a tv show countdown on City called "CHUM FM 30"

I'm not sure Christian is old enough to care/listen to CHUM-AM from the era you lived through.  I also doubt CHUM 104-5 will be flipping to anything drastically different.  They are still doing well, especially in their core demo of 25-54 Female.   12+ numbers mean nothing in PPM. Buys are based on where you score in the demo they want. 

From what I read of the story, Heidi decided to move into a new roll (or was asked to and took it) and this left an opening for Chum to hire an experienced programmer.   CHUM 104-5 is their crown jewel station, so they will be open to improving things, but doubtful to do anything drastic.   There is loads they can do to improve the product they have without blowing up everything.

His previous position was as PD of the two Rogers owned FM stations in Vancouver, Jack FM and Sonic. He was also the national PD of Jack stations for Rogers. A254 Jack FM is #10 with a 4.5 and Sonic is #16 at 1.5. These don't sound like great numbers and I guess Rogers had the same thought. This does not strike me as a move that makes much sense but despite my doubts I genuinely hope he does well.
