They want a community outlet for the city and are getting their ducks in a row before submitting anything to the CRTC.

Fingers crossed. They have a web site and it looks promising. Glad they're taking a methodical approach. Even though they have a tentative schedule all laid out, I don't see any sign they're broadcasting online - that would be a logical next step.
Interestingly enough, PSCR (without the extra word Association) also stands for Parry Sound Colonization Railway:
