While I generally agree with your points, we are living in an age now where some only read headlines and go off on tangents on social media based only on a headline, which tries to summarize an entire story in just a few words.
The story actually is that this one is not a government-mandated fee and that Goodfellas is charging the fee on its own as the business's own way of offsetting the carbon footprint of selling wood-fired pizza. On top of that we are all already also paying more for pizza and everything else because of the impact of the government-imposed carbon taxes on suppliers and the transport of products.
On its website, Goodfellas further elaborates: "To offset our carbon footprint, we will be supporting Tree Canada's National Greening Program, which plants trees in areas that need reforestation."
I know that the Chuck's Roadhouse restaurant chain charges a 3% "honest to goodness fee" promising to use the freshest ingredients possible.
Are these fees a little too woke? Yes. But illegal, no, as long as the business is upfront about it. Just another in a long line of added fees these days such as the multiple fees charged for concert tickets, the fee Cineplex now charges for buying movie tickets online and the cleaning fees at Air BnBs etc. etc.

It would be classified as revenue to the business .... if he then bought carbon credits then that expense would offset the revenue charged to the customer.

As Joe appears to be so triggered by the charge I will be texting tomorrow morning and offering to send him the amount he was charged for the "carbon credit"
