I guess you could read that as a good thing - only having one new debuting show in a Monday-Sunday primetime line-up. (That program is CBS' "Elsbeth," based on a quirky character that originated on "The Good Wife.")
The rest are all returning shows, including Canadian entries like Big Brother Canada (three times a week, no less) and Crime Beat. The only show I'm not familiar with is one at 8:30 PM Mondays called "The Comedy Shelf." There are few details on this half hour that I could find, unless it turns out to be a catch-all for "previously enjoyed" sitcoms.
Most of the new shows debut in February, delayed by the writers and actors' strikes.

The main character of Elsbeth, Carrie Preston, is a great actress, playing many quirky type roles in her career. She is best known by me as one of the waitresses from True Blood and nail salon attendant from Claws.

She was great in The Good Wife and I thought even then she would make a great character in for her own series. It took a while, but it turns out I was right!
