Simsub violation
Yes TV is airing on Channel 4 Buffalo, showing wheel of fortune.
This is not what Channel 4 is airing currently. (7pm-7:30, 11/9/2023)
The two channels are NOT operating with a 95% identical sim sub.
WIVB is currently airing a weather special program.
This blockage is in violation of CRTC regulation.

According to the CRTC rules from 2015:
"...if the errors are made by a local television station, it will lose the privilege to request simultaneous substitution for a period of time or with respect to a type or types of programming; and
if the errors are made by a BDU, it will have to provide a compensatory rebate to its customers through a specific monetary amount."
Good luck getting that last one to happen!

Total bill divided by number of channels subscribed to, divided by number of minutes of the channel missed over the billing cycle sounds fair to me.

Rogers probably has all the simsubs set up on timers for the regular weekday programming. Nobody there to monitor changes from the U.S. broadcaster?
