It's WWOO-TV in Boston and during the initial test, it will be sent to the 5G phones of the engineers pioneering the project. If it works, it could tun your cell into a broadcast TV receiver without WiFi or even a SIM card.
"It’s a system that sends shows to smartphones and mobile devices in much the same way an old-fashioned TV picks up broadcasts through a rabbit-ear antenna. With 5G broadcasting, every smartphone would become a pocket-sized TV set capable of receiving free broadcasts over the air."
The article explains how this is different from simply streaming a show on your phone as many do today.

I can't imagine Rogers or Bell going for something like this if the CRTC were to allow it - giving anything away for free on one of their phones would leave them both horrifed at the concept. So I wonder if we will ever see this here.

We'll see it with local broadcasts to large gatherings of people, like festivals, Toronto Indy or Blue Jays where attendees can follow the action on their phones like a TV broadcast. It would help alleviate the bandwidth pressures brought on by large gatherings of users in one place that would normally tune in using multiple streams. As they said in the article about the 30,000 streams versus 1. Mostly I can see it useful for live events simply echoing the TV coverage, commercials included.
