It doesn't happen often - a Canadian radio station found in so many violations of the rules that its licence is pulled and it's ordered off the air by the end of the month.
Such is the fate of CJRI-FM, a religious station in Fredericton, New Brunswick. The outlet, which was first granted a licence in 2004, had an unauthorized ownership change, and then proceeded to violate at least three conditions of that licence, which even after numerous warnings, it failed to correct. Worse, it almost seems those in charge of the place didn't care at all.
Which made the results released Tuesday almost inevitable.
So what happened? First, the new guys never notified the Commission of the ownership change, as required by law. Then, as their licence renewal date came up, they failed to disclose their financial information, were found not to have met their Canadian Content Development fund obligations, didn't institute the required Emergency Alert system and didn't even bother to respond to repeated questions and warnings from the regulator, which at first issued a shorter than normal renewal period, hoping they would get their act together.
They didn't.
The tipping point came in May, when the CRTC called the station's owners to appear at a hearing - and they never showed up.
The rest, as outlined in the Commission's release, reads like a middle finger to the CRTC, leading to the inevitable outcome:
"Commission staff contacted Faithway by phone and email multiple times, before and after the deadline, to remind it of the obligation to submit a licence renewal application. On 3 November 2022, Commission staff sent the licensee a letter by registered mail as well as by email to inform it that the deadline to file a renewal application had passed and that the application had to be filed as soon as possible. Commission staff also requested a response to the questions set out in a request for information letter.
"On 23 November 2022, the licensee submitted a licence renewal application for CJRI-FM, over two months late, but did not respond to the questions set out in the 3 November 2022 request for information letter.
"On 6 December 2022, Commission staff again sent the licensee a request for information letter and requested a response by 19 December 2022. The licensee did not reply to that letter.
"On 31 January 2023, Commission staff sent the licensee another request for information letter and requested a response by 6 February 2023. The licensee did not reply to that letter.
"Further, the licensee did not appear at the hearing to respond to the Commission’s request for information to complete the record for the licence renewal application and explain the apparent instances of non-compliance, despite the efforts by the Commission to facilitate participation including by offering the option to appear virtually."
They even failed to respond to an intervention from a disgruntled shareholder, asking for their licence to be pulled.
And on Tuesday, their fate was sealed, with authorities concluding they simply lost the right to keep the station on the air and ordered them to cease broadcasting by August 31st.
I'm sure it's happened before (CHSC in St Catharines comes to mind) but I can't recall circumstances this egregious that would lead to an outcome like this. It's a pretty amazing CRTC release, which you can read here.

Technically the CRTC didn't pull the license. CJRI FM's current license expires on August 31, 2023 and the CRTC is not renewing it because of all the many long standing non compliance issues. I am not sure if the CRTC itself has ever actually pulled a license before. Licenses have been turned in if a station goes out of business but the CRTC doesn't normally pull a license once it has been issued. In this case the station's current license expires midnight on August 31st.

They took the licence of CHSC in St. Catharines due to non-compliance and a host of other nefarious goings-on. The linked article uses the term "revoked."
I suppose you're technically right if you want to nitpick. But refusing to renew their licence and pulling it amounts to virtually the same thing - they lose the right to broadcast and must go silent.
CHSC, by the way, was also ordered to cease its transmissions by August 31 in 2010. They've since been replaced by CFAJ, the world's only-known commercial radio station that has never aired a single commercial in over three years.

I don't believe I am nitpicking at all. The current license runs out at midnight August 31st. That is not "pulling the license" or ordering them off of the air if the license runs and they are broadcasting for the full term of the current permit to broadcast.
September 1st the station has no new broadcast license and therefore cannot legally stay on air. The CRTC is not renewing the stations license because of all of the infractions and the owners long refusal to correct any of the non compliance. Pulling a license or revoking would be to order them to stop broadcasting prior to the expiry date.
When you are convicted of impaired driving you lose the license immediately and the right to drive. So in this case it is pulled or revoked at the time of conviction regardless of the expiry date on your current license. That is not what happened to CJRI or CHSC. They still got to "drive" until their licenses expired, and the punishment is a non renewal of a new permit to continue.

CKLN Ryerson (88.1) had its licence revoked.
Matthew McBride’s Port Moody station had a “non renewal” decison. But by the time the decision had come out the station had been off the air for several months. I believe that McBride was allowed to sell some of his other stations, rather than face non-renewal. McBride also had a non-renewal decision of CFPV Pemberton. One of his business associates lost his licence - perhaps on Saltspring Island. Another guy who had a rim-shot FM, that hit part of Edmonton, lost his licence. If memory serves me well, there was a connection with the Saltspring Is. FM licence. So, the non-renewal of the Christian station, is not an outlier. It happens more often that you’d think.

One thing that is interesting about CJRI is the fact that they also had three rebroadcast stations. So when they originally applied for the license or added these stations later, they must have done a good job charming the CRTC to have four signals. They did all of the hard work to get the stations on the air and all of the technical work, only to mess up on the day to day paper work and easier stuff.

CJRI has thumbed their nose at the CRTC every step of the way. It takes balls not to show up to a mandated hearing when ordered to do so. What would happen if the station owners ignored the CRTC again and continued broadcasting? Would they end up in jail? Fined a large sum of money?

That's interesting if they just continued to broadcast. Eventually the police would show up and order them to shut down, serve them some legal documents. After that if they continued, the police, likely RCMP could physically turn them off. Then possibly a court case, not sure about jail but likely some sort of fine. Never heard of this happening before but these owners sound "a little out there" as the great Johnny Carson would say to a chuckling Ed McMahon..
