Presenter Avril Lavigne didn't have quite the aplomb or wit of the late David Niven when a naked male streaked past him onstage during the Oscar awards ceremony many years ago, but at least she was on brand.

Where was security?  The protester hardly ran on stage or rushed it...  she casually walked up a set of stairs from the front audience area. She appears to walk through the nominee seating area. and was on stage for almost 30 seconds...

Once a person makes it to stage it is too late to dive right in and stop them. 
that 30 seconds is scanning to verify there is no weapon. 
How it got to that point is very simple.
The lady most likely wore clothing that blends in with dancers/other that belong on stage for select acts.
In FACT she might have been expected for one of the acts but chose to be present for other reasons or agenda purposes. She had clothing that she did not remove until on stage.

I watched the show last night.  Overall a good production with excellent sound and camerawork.   I thought the Nickleback segment at the beginning of the show with host Simu Liu was funny.   All of the performers who sang did well.  The JUNOS always have the artists actually singing and not lip sync. Next year the show is from Halifax.

What if the stunt was a top secret part of the show for publicity or maybe she was a plant, pun not intended, working with someone else who knew how to get her close to the stage.

It seems like she knew which way to face away from so the cameras could capture the message about the Green Belt.

Halifax is a great city. Next year's JUNOS ought to be amazing. Will some smart ass bare it again with "Bring back the Quebec Nordiques!" written in a strategic place.

And on the actual broadcast, you didn't really see her or the message at all.  CBC's skillful camera people and video techs made sure of that.  You did hear Avril say however "get the f--k off the stage.."
