I predict a huge backlash if they try this. Although it's been a few years now, they just forced everyone to buy a new TV or TVs with the transition to High Def and digital. Now they want to do it again! And the benefit to viewers is pretty small, but very big for broadcasters, who can maximize profits at the public's expense.
Plus streaming is here, which it really wasn't when HDTV was forced upon us. So not everyone will bother with buying a new set to get OTA stuff they may not watch now.

This could turn out to be a very bad move by the broadcasters.
A different regulatory environment gave US broadcasters a little more runway, but they're starting to see the bleeding we've been experiencing for a while, and this has the possibility of turning off more people than not.
With HDTV, there was a clear improvement, and like you said, streaming wasn't nearly what it is now.
There's no consumer demand for this. The features are gimmicks.

I have OTA on my Sony which has ATSC 3 or Nexgen, when I could pick up the Buffalo stations, not a big deal, no difference. Fox had an interactive box when you tuned the channel for local weather and something else. Can barely pick them up as I believe they are lower power and more directional than the "regular" broadcasts

If you can sell time on it, it's a great stunting around Halloween just before the format change of a radio station...maybe?

I think WUTV beams their entire Grand Island signal south. When my parents were alive, ch 29 came in at about 65%, about the same as ch 2. Ch 4, 7 and 17 were always 100%.
