Former Radio Pirate Proponent Given Licence By The CRTC

I'm not sure the approval of a 5 watt community radio station in Cochrane, Ont. would be of much interest here. The station, a revival of a long defunct low power outlet that left the air in 2019 will be at 104.7 and broadcast at a whole 5 watts. 

But reading further into the Commission's explanation of why it granted permission reveals a very odd revelation from the new owner's past. His name is Joel Lagacé, and one intervention against the newcomer noted that Lagacé has a past that the CRTC seems willing to overlook. Not sure I've ever read anything quite like this:

The opponent was "alleging breaches of federal rules and laws governing broadcasting. It referenced a 2005 forum post by Joel Lagacé in which he explained how to broadcast in Canada without a broadcasting licence.

In his reply, Joel Lagacé stated that the forum post was written roughly 20 years ago and that he has since matured and gained experience, having been granted a broadcasting licence in 2010.

The Commission notes that the allegations date back 20 years and that in the intervening period, the Commission has approved an application that Joel Lagacé submitted for a station similar to the one currently proposed. As such, the Commission is of the view that these allegations do not raise concerns with respect to Joel Lagacé’s present application."


A former would be pirate now has another legit station. Maybe that guy in Oakville has a chance of going on air for real, someday.

Unusual for Canada but didn't several former British pirates receive licenses in the UK in the 70s after the UK government decided to allow commercial radio? I also seem to recall at least one American pirate was eventually able to get an FCC license.

Pirates in New Zealand went full Radio Caroline,on an actual ship. Now, Radio Hauraki fully licenced and legit. A feature length movie was released a few years back.
