AlertReady PSAs

Mrs. Forward Power is taking in a junior hockey simulcast on one of Vista's Moose FM stations and the FloHockey video streaming service, and I just overheard the "nuclear war imminent" AlertReady (emergency alerting system in Canada) attention tones more than once in what turned out to be a PSA for the system. Definitely made me grab my phone, thinking it would go off with a province-wide parental custody battle alert (er, AMBER Alert) any second.

Anyone else heard these PSAs on radio outside of eastern Ontario? And is there not a rule in Canada saying the AlertReady attention tones cannot be used for any purpose other than preceding an actual emergency alert message disseminated by AlertReady? In the States, using the EAS attention tones for any other purpose is strictly prohibited.

It is allowed for PSAs, but I question the ethics of that. 

"The Canadian Alerting Attention Signal is only to be used for the purpose of bringing attention to alerts issued through the NPAS, for testing, and for public education. Use of the Canadian Alerting Attention Signal for any other purpose is strictly prohibited."
