    My friend lives in Liverpool and it does get windy there sometimes. Not like in the US or Eastern Canada.

    What they really mean to say is, when the rain comes (in strong/high wind), the 'brella is bad for the fella. 
    Gotta stay with the hooded rain jackets and hope for the best...
