It's too complicated to explain in a few sentences, but the CRTC and Quebecor are at loggerheads over exactly who is running an FM station in Montreal and whether they're still in compliance with their licence.
The arrival of QUB Radio on the airwaves of 99.5 has led to complaints to the Canadian Radio-television and Telecommunications Commission

Sounds like a loophole that is going to be very difficult to tackle.
They're shooting themselves in the foot though if they can't be a single 24/7 format.
Unless QUB is the money maker, and the rest is just filler to secure that they are honouring CRTC regulation.

It's a bit of a stretch for a complaint.
Sounds like they are meeting all the requirements. Not liking it, doesn't mean it's wrong.
Syndicated programming runs on many stations. No one had "control" of Casey Kasem or Syndicated sports or other talk shows any more than they do the Quebecor talent.
What makes it unique is that they are doing it from 6a-6p and the talent is in a building down the street.
