Not quite sure how it's a tax, since you don't have to buy it or use it if you don't want to (or why they're parasites.) I went without it for years and now I wouldn't even consider not having a VPN. But hey, to each his own. I use mine all the time.

If they're running US commercials for advertisers and products we can't access, we cost them bandwidth and royalties they can't recoup with ad dollars. Target isn't going to pay extra to advertise to Canadian listeners who won't buy their product.
