L&O: T.O. won't be ready for the fall launch, but the way things are going with the Hollywood writers' strike, it could wind up airing before the U.S. versions return with new episodes!
City TV, like most North American-based stations, is heavily dependent on shows from across the border. It released its fall schedule on Tuesday, but keep in mind the new imports listed won't be debuting until the walkout down south is settled. That means it could be a while! (Details on the shows can be found here.)

I find the mid season (jan-feb) has become more interesting with better programing than the fall. I think during the winter people actually watch more tv than the autumn. This fall will likely be a real mish mash because of the writers strike, especially if it continues much longer and if the actors decide to strike at the end of the month.
I don't think the fall upfronts have nearly the interest or impact as they did even seven or eight years ago. Major US networks had them about three weeks ago to little fanfare or press.
CTV/Bell upfronts are coming up later this week, and I will be most interested in their domestic productions planned for all of their networks.
