This is what happens when a station is on autopilot and there's no one there to monitor it.
Of course, there are no listeners to speak of, either, so I guess it doesn't really matter.

It would look good on Bell if come renewal time the CRTC gave them a six month license for some of their AM stations. Give them an ultimatum, run the stations properly or sell them. If Bell refuses, don't renew the license when the six months are up. Then have a call for a new AM station serving the GTHA at 1150. Bell won't do anything unless pushed. One of the Toronto or Hamilton newspapers giving this some coverage would add embarrassment and urgency for big blue as well.
