CTV has the TV side. TSN 1050, you'd think would have the rights to the radio side...unfortunately, each feed might require a separate purchase for rights, not together in a bundled radio and TV package.
If that's true then Bell may have felt that that game won't have a good enough return on the investment.
(ie not enough listeners to bring in revenue greater than the expensive rights)

I assume Bell owns the rights, however they have the Raptors game tonight. Still, not sure why they didn't air either game on 1010 as they've done in the past.

Both games were not on in Ottawa. TSN1200 had the Sens game.

Update!!!! Both TSN 1200 and TSN1050 joined the football game once the basketball and hockey games were over.
TSN 690 Montreal carried both NFL games today.
