It's called "AfroLandTV" and it's aimed at wide black audience, although there's nothing to say you must be of that ethnicity to watch its programming. You do have to create a membership for it and it's not immediately clear if it can be seen by Canadians without a VPN. But it offers dramas, sitcoms and movies from around the world - and it's 100% free.
