    This sounds a lot like what has been going on in Ottawa for a few years now. I was up to the Ottawa area once in 2016 and listened to CFRA 580 for a bit, and even then they were using CTV on-air staff. I believe Michael O'Byrne was doing the hourly news; he was at the time also the noon TV anchor.
