The aforementioned are all traditionally cable cos....  and this "positioning campaign" seems to be an effort from a cable association.

Bell has always been in a league of their own...  

Over the years Bell has done quite well by the traditional cable cos...  such as lea$ing of dry trunk or distribution cables (back in the analog coax days...  .412 / .500 / .750 etc); lea$e agreement$ to mount/locate cable equipment on Bell owned utility poles or to locate cable equipment in Bell owned manholes. And then they would also charge an additional fee to open/provide acce$$ to the same manholes when the Cable co had to adjust or replace a piece of installed equipment (like a trunk amp).

Most of this was under control of tariff... fair enough.   But it started to get more aggressive in the mid 80s when Pay TV launched in Canada, and Bell felt it should get a bit of a cut of the action, all be it back door (imho).  Those tariff fees were increasing regularly.

I know the cable co that I was worked for started a large capital project to "Bell evacuate"...  get as much of our gear out of Bell manholes, and off Bell utility poles, lay our own cable etc...  We were an MSO (multi system operator) so this project was implemented across all of our licence areas in Ontario.  It was costed out, and the capital/construction expense would be less than the projected fees/rates from Bell.
