Does the CRTC fine broadcasters similar to the FCC?

Every so often you hear about radio or television network/stations in the US being fined by the FCC. Usually this is for programming that is deemed indecent, obscene or profane. 

Stern was fined over $2.5 million when he was on Clear Channel OTA radio and this was a big reason why he went on SiriusXM where satellite radio doesn't have the same restrictions.

Univision was fined $24 million for not carrying enough children and information programming back in 2007.  CBS and affiliates were fined $3.6 million for a teen orgy scene in an episode of Without a Trace in 2004.

Stations have been fined for improper use of the emergency alert tones. Jimmy Kimmel was fined $395 thousand for this in the summer.

Anyway does the CRTC ever do anything like this? I have never heard of them actually fining any broadcast outlet.

I know they will give warnings and short renewals if the promise of performance isn't being followed or if a station  hasn't made their contribution to various  Canadian Content Development Music initiatives. But I have never really heard that they get involved that much with foul language or nudity, obscene material on network television, radio etc. and actually fining a station for anything like this.

No they can't.  They asked for the power to fine broadcasters about 10 years ago but didn't get it.

They can fine ISP's telemarketers and cable companies.

Back in the 90s the CRTC essentially ceded its authority over content regulation to the Canadian Broadcast Standards Council.  If you're a member of the CBSC then most of the time, content complaints will be directed there.  If not a member or an habitual offender, then the CRTC gets involved... but no, they have no power to directly fine a broadcaster.

Interesting, thanks gentlemen. And the CBSC is not a government organization and the codes and standards are what broadcasters or members have more or less agreed to among themselves?

That's correct.  The board is comprised of both broadcasters and members of the public.
