Rogers Wants To Swap CFMT & City TV Channels In Repack Move

Rogers has officially requested permission from ISED to change the over-the-air channel positions of its CFMT (OMNI 1) and City TV when the digital repack swap occurs next year.
 
OMNI remains on channel 47 as of now, with City operating off of channel 44. In the coming move, City was supposed to go to channel 30 with OMNI heading to 18. It now wants to reverse that sequence, putting City on 18 and OMNI on 30.

Why do this? Rogers application to the CRTC says it's the only way to ensure the playing field is level.  

"Rogers is also proposing to increase CITY-DT’s allotted DTV ERP on channel 18 from 12,200 Watts to 49,400 Watts. We note that channel 18 is dual first-adjacent with CICA-DT (TVO) and CIII-DT-41 (Global). The reduced spectrum allocated for the 600 MHz channel repack can increase the incidence of first-adjacent channel assignments, which are known to negatively impact reception to the weakest signal (i.e. CITY-DT).

"Accordingly, the request to increase CITYDT’s ERP is designed to mitigate the risk of potential first-adjacent channel interference and any OTA signal reception issues that may arise as a result of the 600 MHz repack. Specifically, CITY-DT’s proposed increase in ERP will bring its signal power in a desired ratio to the first-adjacent channels thereby reducing the potential for interference."

 
The big switch will be one of the later and final repack moves when it takes place in early May 2020.

Speaking of the repack, an engineer wrote a fairly good article on all the technical challenges involved with all the station shuffling, including hints for improving reception for those who lose channels in the transition. It's from August but still relevant.
