Makes it (slightly) less obvious to listeners when you’re listening to a live body and when you’re listening to Memorex.   Keeping it consistent throughout the day at least gives the chance of fooling some people.

Also, yes, people have access to that information much more easily than before.

Back in the day, people used to pick up the phone, dial the operator and ask her for the time.

A different voice reading the weather usually indicates the announcer heard the rest of the time is voicetracked.
