It appears he gave the announcement that he is not planning to run again for Toronto mayor to CFRB in advance. They followed up with an interview minutes later.
I guess it was inevitable - he's still going to appear on the station in the coming years, so it was only fitting he would give them the exclusive.

John Moore admitted on air Wednesday that he was sure Tory was running as recently as last week and had hinted as much on his morning show. While Tory is making an appearance on AM640 24 hours after his big announcement, it's clear CFRB has the edge on this story, since Tory still works for them from time to time and takes Moore's place when he's on vacation.
I'm sure management is breathing a sigh of relief, because they haven't lost their prime fill-in for when their morning man goes on vacation or is otherwise absent..

Moore also revealed he has a movie offer in the works, so he could be gone if he gets that role. And that would put Tory on air in his place for as long as he's gone.
