It was a promotion they did in the mid-70's to get their listeners to be walking promos. If a spotter "spotted" someone wearing their CHUM Star Sign, a prize was awarded.
Later they morphed it into stickers called Car Signs which probably improved visibility.

I remember going to the CHUM booth at Town and Country Plaza (now Centrepoint) at Yonge and Steeles to beg them for the complete collection.

I got the whole set because I was 8 years old, relatively cute, and I guess I charmed the nice girl behind the kiosk. The answer to your second question, sadly, is no. When my parents moved out of our family home, I searched for so many of my childhood collectables and found almost none. She asked "I'll give you the whole set if you can tell me who hosts our morning show." I proudly said "Pete and Geets," and got my bag of pins to take home! I really do wish they would have turned up in the move.
