I remember when a station was seeking or renewing a licence it would include a promise of performance (pop). This would indicate how many hours a day or week they would broadcast live programming, spoken word, news, and local events as well as other items. Has this been done away with? In the lousy London market I do not hear much news or anything local except commercials on any station. CFPL AM does hourly reports but I think they are mostly prerecorded with no temperature checks where the early morning news casts have them. I heard an 90 second obviously canned newscast from CKOT FM (or whatever is is called today) air at noon, again no current weather. I believe stations were once held accountable for the pop. About the only thing the CRTC seems to care about is the the station must attain its Canadian content.
So has the promise of performance been eliminated? Or has the bar dropped so low as to be meaningless?

There is no such thing; only conditions of license.
There is no condition requiring any news.

Heard news on an FM Classic Rock station... that's the headline.

In a small market, news on a music station or two can make sense.
In a large market, requiring KiSS 92.5 to have news would be akin to requiring HGTV to have news.

There are those who don't see it that way, but they are most likely more supportive of a fast five style of news for Kiss.

That's still in place although the name is now conditions of license.
So has the promise of performance been eliminated? Or has the bar dropped so low as to be meaningless?

It's odd, but Ontario has TVO. Why is it odd? We Ontarians have had all kinds of leadership and administrations, but no one dares touch TVO.
I hardly watch it, but when I do, I know how vital it is.l Has any Premier said "We're defunding TVO!"

Conservatives have attacked the CBC but they seem to stand back when it's TVO.

I think TVO flies under the radar a bit.
CBC can be easy red meat for conservatives, so that button gets pressed come election time.

I think you’re right about that RadioAaron, the only time I have heard about TVO of late was when they were on strike in 2023, and that’s about it!

I think the fact TVO isn't national like the CBC and doesn't carry ads (and is also not as mainstream as the CBC's programming) makes them almost an afterthought. (Plus they don't have the same sized budget.)
If they were Canada-wide, we might hear more about them. I do wonder what the reaction would be if they tried to cut TVO funding. Would it be as loud as those who defend the CBC?
