It's odd you would mention this. I obviously am not a listener to WTOR, but many years ago, I was DXing on a summer night and heard the station at an obviously reduced power coming in under WABC well after sundown.
I remember thinking, "Why are they still on?" I thought it might be a mistake, but then realized, why would they be airing any programming at all if they're supposed to be off the air? It made no sense. It went on for a few nights more and then stopped.
Streaming
Not quite sure what you mean. This was definitely over the air, not on streaming. Are you saying they made a mistake and thought they were online only? Or that they were streaming and accidentally left the station on at low power? Either way, how does that happen?
The streaming and the transmitter would be fed from the same source. The tx gets turned off, the programming continues. The only mistake is leaving the tx on.

CHOK Sarnia and CFCO Chatham both have repeaters on the FM band. Given these repeaters I'm not sure there would be any advantage for the listener if they migrated to the FM band. Of course they would save the expenses associated with operating a directional AM transmitter which would be significant. Both of the 10 kilowatt AM signals cover a large area.
Like CFOS it is unlikely they would get an FM frequency where they could operate at a robust power level that would provide anything more than a local signal probably not much more than their current repeaters.

I have read on this site that CFCO will move to 91.3fm and close down the 630am and 92.9 repeater, but no date.
I have seen no news about CHOK so maybe they are happy with 103.9 and 1070 continuing together...I have no idea how old the 1070 tower(s) would be. Several big city stations in the states are continuing with AM and FM (for example WFAN in New York and WBBM in Chicago.
Online!
Any word if they are taking down the CFOS AM towers yet?

Someone posted they had rreceived the New CFOS in Mount Forest about 70 KM south of Owen Sound. Last night I was in Arthur, about 20 KM south of Mount Forest. Not a sound of it there.

CHOK increased power to 10 kilowatts day and night in 1968 in response to the arrival of CKJD 1250. The towers are 57 years old.

duTriel, Lundin, and Rackley, or Cynthia Jacobson would be good people to hire to determine how the vacant allotments could be used to upgrade stations like WRDT on 560. The late Ron Rackley had the approach to negotiate to replace the vacant 1160 allotment in Thunder Bay. They substituted 1170 for 1160, allowing WYLL to go to 50000 watts Night from an array near Joliet. With all the vacated frequencies at the low end of the band in Canada, they should be able to move the allotments around to maintain an allotment for the vacated station . The Monroe array of WRDT is arranged so that it could conceivably be used as a Night site with a slightly different pattern. The Owen Sound frequency could be replaced with 570, recently vacated by CKGL Kitchener.
