Why Didn't Toronto's First All Black-Oriented Music Station Happen?

It's easy to forget that CKFG-FM, aka Flow 98.7, wasn't supposed to be Toronto's first station oriented to the city's Black community. But it wasn't that long ago that one of the city's most well known radio people tried to bring a similar format to 92.5, now occupied by Kiss FM. 

It was J. Robert Wood's idea, the programmer who helped make CHUM-AM a powerhouse. And he was planning to put the station on the air as early as 1988. But it never happened and the city would not get the format until Flow signed on in 2011, more than 20 years later. 

Here's the full story of this now forgotten effort, as reported at the time by the Toronto Star. Given the enthusiasm expressed in the article by all involved, including the CRTC, I can't quite figure out why this never came to pass.
