I just messaged whiteoaks on linkedin by commenting on there veg post and all they said was stay tuned.
I don't they want to leak information to the publick like john pole did when he took over the stations in kingston.

What purpose is there for Whiteoaks to "leak" anything? It gives competitors an opportunity to make moves that could get in the way of whatever's planned, for one thing. And aside from the handful of us inside the industry or hanging out on these boards, it's not like anyone in Hamilton or St. Catharines is sitting around desperately waiting to find out what's going to be on 105.7 or 102.9.
Once they're ready to launch, that's when it makes sense to publicize what they're doing and begin drawing listeners for a product that actually exists at that point.
It's a marathon, not a sprint - you start by putting a product out there and then build an audience. You don't get listeners excited about something they can't actually hear yet.

Right on! I think you explained it even better than I would have. I think a GTA 6 analogy of sorts may also be appropriate here. They're apparently still relatively early on in the "gestation phase" of whatever transition they're undertaking, or at least early on enough that whatever is "true" about the transition and plans for the stations right now may no longer necessarily be the case at some point in the near future.
Plans often change more-or-less in the world of business in general, and they might also be trying to avoid releasing information with regards to plans that might wind up being modified, perhaps significantly. This is something that often happens in video game development processes, especially games as vast and complex as Grand Theft Auto games. This is one reason why Rockstar Games have traditionally been tight-lipped and quite actively secretive with regards to the development of their games, which have historically been overwhelmingly excellent to the point of maintaining elaborate security at their offices and studios.
Realistically, Whiteoaks are nowhere near that extreme with regards to shielding their "works in progress" from the outside public, but there are fundamental similarities.
