I'm not sure this will surprise anyone who's ever studied Rogers' way of doing business, but the CRTC has ruled the cable giant gave itself an unfair advantage over a competitor when it refused to carry a service called "OneSoccer."
"Last summer, OneSoccer lodged a compliant with the commission, arguing Rogers was refusing to carry the channel in order to protect its own Sportsnet service from competition. In a filing, Rogers replied it doesn’t air enough soccer for OneSoccer to present meaningful competition to its business. Rogers also noted that it had offered to carry OneSoccer on its Ignite TV and Ignite Streaming platforms.
But in its decision, the commission found that Rogers had not given OneSoccer the same opportunity for carriage as two independent sport channels, BeIN Sports Canada and EuroWorld Sport, or Rogers’s own Sportsnet World, which all air a significant amount of soccer coverage."
Rogers gave undue preference to its own sports service over OneSoccer, CRTC rules

Oops, sorry, I missed a point here.
Instead of not making the channel available,
why didn't Rogers make the channel available as a stand alone sky high priced channel instead? (around $15-$25 a month)
Is such an idea illegal?
How much more illegal than not making it available at all?

This does not surprise me as Rogers is sketch at best. How often do we read or hear about Rogers doing something good? Of late, I can’t recall.

When I had Rogers it always annoyed me that The Shopping Channel - which at the time was owned by Rogers and was little more than a way to con elderly people and shut-ins into buying shoddy overpriced merchandise - had such a prominent spot in the channel line-up.

It still is owned by Rogers... just that the name was changed a few years back... now it is "Today's Shopping Choice"

It started as CHSC (Canadian Home Shopping Club) then became The Shopping Channel, then shortened to TSC.
It's still TSC today, but they found new words without having to change the initials.
Today's Shopping Choice.
I don't think I've seen any FC merchandise on TSC though.
Rogers DID put the channel up for sale, but nobody wants to buy it.

Yeah, I think Amazon basically killed it. It was a cash cow for many years though.

It would really be something if Amazon were to buy TSC, but I doubt that will happen.
