The other You Can't Do That on Television

Anyone remember the show that was on Rogers Cable 10, Friday nights in the 1970s? "You Can't Do That on Television" was a pre-video music show circa 1977/1978, hosted by "Uncle Paul" playing the days' hits accompanied by a howlaround effect like the one used for the Wolfman segments in Hilarious House of Frightenstein. His sidekick was a rubber chicken named Oscar. Uncle Paul was played by Paul Richards and the show was produced by Bill Coleman and Kip Moorecroft. Does anyone know anything about him? Was he a Rogers Cable employee who did this as a side gig or was he ever a radio deejay?
