Border TV Stations Look To Use New Trade Agreement

It looks like a last ditch "Hail Mary" pass to revisit the issue of Canadian cable companies repackaging U.S signals.

Canadian cable companies are not "repackaging" or "tampering" with U.S. television signals as Rogers did in the 1970's with the occasional insertion of PSA's. They are completely replacing the signal.
