It seems like forever since the hit series was back with new episodes. But for fans of the show, the locally shot drama will return on Thursday, March 5th.
Exactly what time it airs hasn't been confirmed. If memory serves, last year they showed it at 7 PM, to allow for a full simulcast with all the other "L&O's" on NBC. But "Organized Crime" is no longer on the schedule, so could they move it to the 10 PM slot? We'll know the first week in early March.

IMO 10pm makes more sense.

It's been pointed out various times that Law & Order was scheduled at 8pm on City and not 7pm. It ran both seasons 1 and 2 at 8pm. Maybe in reruns it was bounced around but the original seasons were at 8pm. City bumped the US original Law & Order to 7pm. I agree that 10pm would be even a better time slot. Looks like City didn't mind losing the simsub at 8pm.

I just checked and see that City also has the rights to NBC's The Hunting Party, which airs on the American network at 10 PM on Thursdays. So unless they shunt one of the U.S. programs back to 7PM, something has to give.
I do agree that L&O: Toronto deserves primetime placement because it's their show and they have the exclusive on it in Canada. So one of the other NBC shows is likely to get moved.
I would hope it would be "Hunting" that gets the earlier slot, since three Law & Orders together makes the most promotable sense for fans of the genre. But yes, it does mess up simsub for an hour.

There is no need for a sim sub when you're ahead of the States.
Most viewers will stay on City the whole time, starting @ 7PM. No loss there.
City TV does the same thing for the American Night time price is right. They air it @ 7PM instead of sim subbing because of whatever programming that is filling other timeslots, preventing a TPIR sim sub from being possible.

This website indicates L&O: Toronto will air at 8 PM on Thursday, March 5th on City TV. Assuming NBC also schedules a new episode of the original Law & Order in that timeslot, it would make sense for City to move the latter show to 7 PM and show their own at 8.
There's no word on where the info at the link came from, but if it's right, then that seems to be the plan for the new season.
