It's from France and is called "Arte." It's kind of an upper crust old style original A&E-type station with a number of movies, documentaries and shows never before seen in North America. And for the most part, it's not totally geoblocked and everything on it is free. A good deal of it is in English, but there are also French shows with English subtitles. 

I'm not sure how much of their programming would appeal to those gathered here, but it's at least worth a look through the list to decide. It's definitely not your average common denominator programming, but it costs you nothing and you can't beat that price!
