No one has heard CKLK-FM yet, the new station that is designed to serve Grimsby. Because of COVID and other delays, it's been given until July 2022 to officially go on air. But not being on air yet hasn't stopped them from trying to improve their signal. 

The owners, Durham Radio, asked for changes to the assigned contours, arguing it wouldn't be able to reach everyone in its Grimsby area of licence. Competitors intervened, complaining that they were just trying to stretch their signal into markets where they didn't belong, including Hamilton, Welland, St. Catharines and Niagara. 

And now the CRTC has come up with an answer for the newcomer: a firm NO. There are a number of reasons for the decision, including the fact that Durham has no proof of its claims because the station isn't on the air yet - and thus can't know how well the signal will propagate. 

From the judgment: 

"This means that Durham’s claims are theoretical...Given that CKLK-FM has not yet launched, there are no listeners to identify or field measures to indicate whether there are, in fact, problems relating to the reception of the station’s signal. Consequently, at this time, it is not possible for Durham to provide evidence that the signal as approved would not adequately serve the communities CKLK-FM is licensed to serve, and therefore demonstrate a need to expand the station’s coverage beyond its licensed area."
