CRTC Denies New Grimsby Station's Request For Signal Expansion

No one has heard CKLK-FM yet, the new station that is designed to serve Grimsby. Because of COVID and other delays, it's been given until July 2022 to officially go on air. But not being on air yet hasn't stopped them from trying to improve their signal. 

The owners, Durham Radio, asked for changes to the assigned contours, arguing it wouldn't be able to reach everyone in its Grimsby area of licence. Competitors intervened, complaining that they were just trying to stretch their signal into markets where they didn't belong, including Hamilton, Welland, St. Catharines and Niagara. 

And now the CRTC has come up with an answer for the newcomer: a firm NO. There are a number of reasons for the decision, including the fact that Durham has no proof of its claims because the station isn't on the air yet - and thus can't know how well the signal will propagate. 

From the judgment: 

"This means that Durham’s claims are theoretical...Given that CKLK-FM has not yet launched, there are no listeners to identify or field measures to indicate whether there are, in fact, problems relating to the reception of the station’s signal. Consequently, at this time, it is not possible for Durham to provide evidence that the signal as approved would not adequately serve the communities CKLK-FM is licensed to serve, and therefore demonstrate a need to expand the station’s coverage beyond its licensed area."

This was already denied once before.  They've probably already got the next expansion request sitting on a computer ready to send immediately after the station gets on the air regardless of how good the signal is.  They were also denied when they requested that their downtown Toronto repeater, originally designed to allow Ajax commuters to take their country station with them to work downtown, be expanded to serve the west end of Toronto.

They tricked the commission into getting oldies on FM with a "repeater" in Oshawa that's bigger than the original AM station and the commission doesn't seem to have forgotten that.  Since then it has been a lengthy list of denials for signal expansion into larger markets than the ones they're licensed to serve.

Hmmm...Could CKLK-FM 88.5 in Grimsby potentially become an unlaunched/cancelled radio station? Hasn't there been any updates on Durham Radio launching the station?

Turns out we won't be hearing this station anytime soon. CKLK-FM has been granted yet another delay because of issues with the location of their antenna. It's taken so long, someone's built a condo nearby, effectively putting the kibosh on the area they planned to use to set up the array. 

An engineering report filed with the CRTC contains a ton of technical ephemera, which I suspect would be lost on most of us. But this final sentence pretty much sums up the conclusion: 

"If this project were to begin over again with the condo building where it is today, I would not use this tower...It is my recommendation that you seek an alternative site."

As a result, the new drop-dead sign-on date -which had been July of this year - has been extended until July 11, 2024, so they can get this antenna location issue fixed and built. The station is supposed to be a Classic Hits format, but with only 4,000 watts and warnings it's not supposed to intrude into the Hamilton market, it's unlikely anyone in Toronto will be able to get it over the air. And since it's at 88.5, it can't interfere with the existing Evanov station in Newmarket in any event. 

So if you want to hear it, online may be the only way - if that is, they can finally find a decent site for the big stick.

I was just going to say, how would this even work with 88.5 already existing in the GTA area.   Kind of dumb of them to even try.
