The only reason the cops went encrypted on all their channels was to hide from the media and people with scanners.  Any conversations that had to be encrypted in the past were.  It wasn't a big deal to use one of the encrypted channels, and the obvious 'investigative' departments were under the cloud at all times.  But when you're an organization that has huge issues with any authority other than your own, you go that extra mile when you can.

There was a special twitter account setup that the cops said would replace the radio conversations for media, keeping everyone 'up to date' on what was going on.  Ofcourse the only updates you get on there are ones that they want to give you.   By example, a large fire causing problems with traffic is dispatched by Toronto fire at 12:40pm and the cop feed is updated around 1:20 saying there are problems in the area.

Cops are caught being selective about what they tweet. In February, Toronto police began encrypting their radio chatter, leaving crime reporters to rely on sporadic online updates. Predictably, updates on certain incidents, including ones that involve the Special Investigations Unit, have been sparse or non-existent. “Sometimes we do a very good job of putting out that information out through social media and the operations centre,” police spokeswoman Meghan Grey told CityNews, “and sometimes we don’t.” John Tory is among those advocating for the media to be brought back into the loop. As of this week, Toronto Fire radio dispatches can’t be monitored by ambulance chasers either.
