It's one of the better subcarrier channels, which airs on Channel 49.3 in Buffalo. You once needed an antenna to get Comet TV, but now the station is available free over the Internet and as far as I can tell, you don't even need a VPN to watch it.
The all sci fi outlet airs shows like The Outer Limits, The X-Files, Grimm, Xena, Tales From The Darkside, Stargate SG-1, and movies like Star Trek: The Search For Spock and Minority Report. The station is also celebrating its 10th anniversary this year and is promising special programming, including some major science fiction movies you may have missed.
The entire daily and weekly schedule is available here.
None of its online offerings are on demand, so unless you tune in when the shows are on, you won't be able to record them.
But it's pretty amazing that such a genre specific service is offering its signal for free. Watch Comet TV here.

Checked it out and it’s looking pretty good, thanks for the heads up RA!
