When I want to go to the SOWNY site, I just enter "sowny" in Google. This morning, the site doesn't show up in the listings at all, unless I enter "sowny board". On the other hand, using Bing as the search engine brings it up at the top. Is this the beginning of Google's clampdown on Canadian "news".

First I've heard of this, and I have no idea why you're getting that. But anything is possible. I don't think we're a news site in quite the way a newspaper is, but I suppose it's a compliment of sorts if true.
Your best bet is to bookmark the Topic page on your browser, so you can go straight to the site in one click if you visit often. Here's the URL:

Same thing happened to me. I had to click on an old reference from 2018 to get on here.

I had an off board email from another member who said the same thing. I honestly didn't consider that SOWNY would be a victim of the big guys pulling the plug, since this is as much a gossip/opinion site as it is news and we carry zero advertising. (Kinda like CFAJ 1220!)
But we're still here and if you're a regular or just an occasional visitor, you should probably bookmark the site in whatever browser you use or in your phone favourites.
Again, the direct URL is:

The bill wouldn’t have anything to do with it, otherwise it wouldn’t show up as a result at all.
Just not the top click when people search SOWNY.

Just tried it and the result did not come up for me when I typed in just Sowny. I got a few results when I typed Sowny radio board but not one to the board directly.
I did get a link to this interesting blog post by Bob Segarini from 2013 where he discusses Sowny and reprints an interview that first appeared in the Star in 1986 with Bob Makowitz and a current Sowny member who is being discussed on another recent thread is name checked in the article:
Segarini About Sowny/Macko
