CRTC To Maintain 3rd Party Web Access Rates. But Is It Too Late?

The CRTC has decided to leave the current system, by which private ISPs access the networks of the Big 3, and not change the system beyond a few undefined tweaks. The Usual Suspects (Bell, Rogers & Telus) had lobbied hard to change the system, arguing the current method allows smaller providers to get their services below cost. 

The questions I have are these: 

1) How will this help, when there are so few independent ISPs left, with the Big 3 buying out most of them?

2) Will this be enough to save a company like Teksavvy, one of the larger independents, which is rumoured to be up for sale because of the current pricing policies?

3) And how does the CRTC think keeping the status quo will help anything, when that method has done nothing but cause small providers to either go bankrupt or be taken over?

I worry about the future of Teksavvy, my ISP and one of the last of the big independents. They've provided excellent serivce for decades, are generally reliable and have good customer and technical support, all of it based in Canada. I'm not sure customers of Rogers and Bell can always make that claim.
