But they're not the only culprit.

“We know complaint numbers fluctuate from year to year, from period to period,” said CCTS commissioner and CEO Howard Maker.

“But a 43 per cent increase is the kind of increase we don’t generally see and it is a cause for concern.”

For mobile, Rogers accounts for ~30% of subscribers, so they're indexing below the average for complaints.
