A Cell Phone That Lets You Watch Broadcast TV Without Data/Internet?

Am I reading this right? This Toronto-based website says two cell phone companies have came out with devices that could let people watch broadcast TV stations without any data plan or Internet connection. 

"The handsets make use of Direct-to-Mobile (D2M) technology that enables the devices to receive signals and stream content without the need for a cellular or wireless connection."

Now that would be of interest to me.

Doesn't really spell anything out, but I'd like to know more. I'm assuming local channels only. Buffalo signals probably wouldn't make it.

Going only by the provided image of the phone itself, and not demonstarting what a picture on would look like, I'm assuming that you would need to turn the device on its side to see the picture in landscape mode/correct ratio.

You'd also be able to cast the phone to a TV, essentially using as an antenna/converter.
