Could Toronto's G98.7 FM (AKA CKFG) Lose Its Licence At CRTC Hearing?

CKFG has been in trouble with authorities and got a slap on the wrist at the last licence renewal hearing over a slew of ongoing non-compliance issues. It's been in a state of some chaos since the death of its owner, Fitzroy Gordon, (the "FG" in the call letters) several years ago and has been the subject of a lot of stories about who should be in charge. 

As a result of the inner turmoil, the station appears to have repeatedly let some of its obligations go and now the CRTC is warning it's losing patience with the place. Check out this pretty severe warning from the Commission:

"...should the licensee continue to be in non-compliance with its regulatory requirements, the Commission may consider recourse to additional measures as part of the next licence renewal process, including the issuance of mandatory orders, or the revocation or non-renewal of the licence."

That's about the most serious threat a station can face and one you rarely hear about. 

In the middle of all this, the CRTC will also be pondering a request for a change of ownership of the business. The station is up for sale, a story that was noted here last July when questions about keeping it black owned became a major controversy. 

For a small broadcaster that has a miniscule audience, this is pretty high drama. 

The hearing into what happens to G98.7 is scheduled to take place on May 27th. Given the nature of its audience, I would be very surprised if the CRTC pulled its licence, but stranger things have happened. It would seem more likely new owners would be given the chance to right the ship before it sinks altogether.

(Intercity) the assets of the English-language commercial specialty radio station CKFG-FM Toronto.2784486 is also requesting a new broadcasting licence to continue the operation of the undertaking under the same terms and conditions as those in effect under the current licence. 2784486 has also indicated its commitment to continue offering programming to the Caribbean and African communities of Toronto.Intercity is a corporation that was previously controlled by its majority shareholder, the late Fitzroy Gordon, and is now the subject of a court-appointed receivership exercised by A. Farber & Partners Inc.2784486 is a corporation wholly owned and controlled by Neeti P. Ray.Pursuant to the Asset Purchase Agreement between 2784486 and Intercity dated 25 September 2020, 2784486 would purchase the assets of the undertaking for $5,000,000. Interesting point. As of last October, the sale to the owners of CINA seemed like a sure thing. The CRTC says a numbered company (2784486 Ontario Limited) is going to buy it, so unless Neeti P. Ray is doing it under another corporate name, it's hard to say exactly who is behind the bid.

But Canadian Radio News on Facebook indicates it's still Ray who will takeover the station.

It's Ray. I guess the license is also up and due to compliance issues the CRTC is required to issue a warning as well as put the new owner (assuming they approve the transfer) on notice of what needs to be fixed. I assume if Ray is able to convince the CRTC that he's taking the compliance issues seriously and can fix them the Commission will renew the license possibly with mandatory orders - unless Ray doesn't have a good track record with his other stations.

From sources I've heard from, there has been issues there even before Fitzroy passed sadly.    Many non compliance issues from day one.  They have an ethnic licence which comes with some strong requirements on music, spoken word etc, in exchange for a reduced cancon requirement.   It's only got worse after his death.     Hopefully with a new owner, they can turn the ship around.   Most issues are able to be fixed.
