Both applications CIRR-FM 2018-0285-1  and CIDC-FM 2018-0286-9  are on the CRTC Site as Closed Part 1 applications...that means active in the process and not withdrawn. The files are still awaiting a Commission decision.

A long and expensive process that is really just a renewal of what the Commission itself criticized.  Threaten to drop services that this what you get. The concession is to the wholesale fee flat for the term:
The decision states:
The Commission finds that a wholesale rate of $0.19 for OMNI Regional for the duration of the three-year licence term is sufficient to allow Rogers to achieve its programming commitments and should allow it to remain in a sustainable financial position should BDU subscribership in the next licence term decline at a faster rate than that seen in recent years. Further, Rogers committed to operate OMNI Regional on a break-even basis and to reinvest any profits of OMNI Regional into its programming. As such, the Commission has imposed a condition of licence to that effect

So was there approval from the CRTC for the change of the COL to all Punjabi, Hindi and Urdu? Or is this just another non public back room slight of hand?
Seems the Portuguese community has to buy HD radios to get the service they had since CIRV signed on.

"What's funny about this is that PPM in Canada doesn't measure by quarter hours. So this isn't even gaming the system. The argument here would come down to whether you're better off being in commercials at the same time as your competitor or not. I'd argue that if you're new or an underdog, be in music/talk when the bigger station is in spots to encourage sampling and get those extra minutes here and..."
 
Numeris PPM does track and report AQH while AMA is now the gold standard. Sweeping quarters is still in the game. 
P.S. Tracey is one of the best.

Country in TO...there is CJKX96's synchronous repeater on FCP at 95.9...sounds pretty good....there are 3 choices in the GTA: KX96 Ajax (#2 in Durham) , KX96 Toronto and KX94.7 (#2 in Hamilton)

Known Terry since the good old days at CHOM but sounds like he tracks midday's now as does John (get your dialin' finger ready) Devenish ... tracking is a cost effective way of controlling costs only if it is done well....unfortunately JAZZ-FM 91 does not. More useless information that is trivia and does not speak to passion,engagement or curation.

Worked with Vern flipping the iconic CHLO to CFHK-FM the Hawk ...a wonderful guy with a great sense of humour....a true mentor to many. Sorry I missed connecting with him in the past few months. Sympathies to his family.

The market is defined by the CMA (Stats Can / Numeris) or the 3mV contour which ever is smallest.
From the horse's mouth all 3 Evanov stations are in the Toronto market:

DAB via the L band, as successful as it has been in Europe, would never work in North America. That portion of the spectrum is used by the US Military. The US broadcasters  have gone to FM ( In Band On Channel) mostly in the Hybrid Digital model. This works reasonably well in terms of audio reproduction but lacks the bells and whistles a true DAB signal allows. No American usage of L band DAB means no integration for Canada, hence no will to make this work. It amazed me that Industry Canada and the CRTC jumped on this band wagon when there was never a possibility it was going to be feasible given the American restrictions. 
HD is an opportunity, when promoted properly, to increase diversity. Unfortunately most HD broadcasters see it as a way to redistribute their impaired AM signals. Best case of HD usage now is CJSA-FM at 101.3 in Toronto with 3 distinct programming options. Most new car owners are not even aware they have access to HD. Given the majority of radio tuning is in-car (for the time being), there is a lack of promotion of this technology by radio and car makers. HD can offer a place for niche programming such as the WAVE Smooth Jazz on both 94.7 and 95.9 FM HD channel 2.

CKDO Oshawa is available on HD3 at 95.9FM  and CKOC lives on at CHTG (the Grand - Haldimand) which is on Hamilton's 94.7 HD3... Oldies on FM across the GTA....both at 30% CanCon

I am told the Bell independent HD antenna for 99.9 and 104.5 burned. They were running 2 GV-30s into it one for each HD frequency. Poof! Wonder who the genius engineer was?

The answer is CHKX IS #1 Adults 25-54, Females 25-54, Males 25-54. A massive sweep for 94.7!
