WECK's chances are better than you think.   Another case of different regulatory imperatives. WECK has very adequate coverage to Buffalo and the 'burbs using FM translator W275BB on 102.9 MHz.   At 220 watts and 175 Metres, the translator has been designed to protect the (Bell K-Lite) Hamilton assignment so it is aimed at the key population areas.  Compare with 96.7 Mhz, (AM740's translator) which cannot cover Toronto west of Dufferin St, because of stringent protections for out-of-market CFCA Kitchener.   The FCC not only permits, but encourages AM stations to replicate or better their coverage on FM.  So, WECK is in fact an FM station, in stereo competing with other FM's who in Buffalo, are primarily clustered around various rock & urban genres and of course the leader - country formatted WYRK.  By the way, the addition of 102.9 is a relatively recent signal improvement - so past AM only performance of WECK isn't really relevant. "MOD-FM" in Palm Springs, Calif is another example of a similar format, becoming a contender.  KDES-FM-HD2 is the originating station, and there is an FM translator on 107.3.   MOD-FM  (250 watts on 107.3 &KDES-HD2) now ranks above several conventional (high powered) FM stations in the market.  So, WECK is not the long-shot some people may believe.  For the coverage map see:

Note as well, use of 2nd adjacent FM frequencies for translators is allowed by the FCC in the US.  Different than Canada - where you can "only" use a 2nd adjacent, with the consent of the incumbent station....which means almost never.

I am a bit confused about this point, Does that mean if a AM station was apply for an FM repeater on 107.9 they would need the permission of 107.7 if there was a station on that frequency and if so what are the rules on how close those frequencies have to be to the market of the originating station:

Also incidentally the WECK repeater on 102.9 seems to be working in reverse of complaints brought up by some that Canadian border  signals are blocking out American signals since any fans of K-Lite from Hamilton will no longer be able to hear the station in Buffalo.
