AM pirate in northern Ontario

Of interest to any of you up in northern Ontario, perhaps...
I'm hearing Good News Network on 1710 AM, with pop-sounding music and an upfade of highway travel / weather advisory mentioning Highway 400 and Sudbury, also ID mentioned 101.7. I thought this pirate was off the air, but I guess back on.
With only 600 North Bay still on AM, and all the others gone, save for a few CBC repeaters which are also migrating to FM, I can't imagine they have many listeners on AM. Modulation of music used to be awful, now it seems tolerable, though reception isn't great here in the Kawarthas.
Good News Network (CHIM, I believe) is likely served better by its licensed FM transmitters...

Interesting. They claim to be celebrating over 20 years on the air and online. https://www.chimfm.com/

More interesting, they claim to be in Toronto @ 101.7 (see "CHIM STATIONS")
How can it be the Good News Network on 101.7 if World FM, a multicultural station already has that spot on the dial in the Toronto market??  https://www.worldfm.ca/schedule/

Um, that's Edmonton.

Okay my mistake. Toronto's multicultural is 101.3 FM. 
However, if 101.7 has always been available why didn't CBC (AM 860) French snatch it up around the same time they tried to declare that 98.7 is not a good frequency?

101.7 would be even worse than 98.7, being second adjacent to 2 local signals. (101.3, 102.1)

From my 2008 FM logbook:

Jul 29 Tr (TO – Downtown)1942 VFU545 101.7 ON Toronto  CHIM relay (@Bloor West) mono signal w/gp (that's "with Christian-sounding pop music") 

The fact it had a VF call suggests this particular Toronto signal had an Industry Canada licence.
I have no idea if it'sd still on. I vaguely recallthis being near Lansdowne St ... 

The DX hobby is acronym city. Tr refers to tropospheric ducting. Actually this was groundwave, probably a building or two away. And it didn't carry too far. I put Tr because that's the closest of the four main categories of propagation that would have come into play. (Tr kind of (loosely speaking enough that a good meteorologist would haul me on the carpet) extends groundwave signals).
